The conference decided to continue implementing a more proactive fiscal policy and an appropriately relaxed monetary policy for 2026 economic operations. On the fiscal side, the meeting determined to maintain necessary fiscal deficits, total debt scale, and total expenditure while optimizing fiscal expenditure structure. On the monetary side, authorities will flexibly employ tools such as reductions in banks' reserve requirement ratios and interest rates while maintaining adequate liquidity. Eight priority tasks for 2026 include: maintaining domestic-demand-led growth and building a strong domestic market; pursuing innovation-driven development to cultivate new growth engines; advancing reform; promoting opening-up; promoting urban-rural integration; advancing green transformation under the dual-carbon framework; prioritizing livelihood; and preventing risks. The conference acknowledged structural contradictions between strong supply and weak demand, while characterizing these as problems in development and transformation phases that can be resolved through effort.
